Yes you can, your account history keeps track of all of this information. To look at your account history select Account History from the Settings drop-down.
On this new page you can filter by user or by the action taken. Just enter whatever you would like to filter your search by into one or both input boxes and click Update.
For example, if you would only like to see what changes were made to a notification schedule you can just enter that schedules name into the action filter and click Update.
The account history can be a wonderful way of making sure that everyone is on the same page as far as configuration is concerned. If you notice a surprising change to your configuration, the account history will help you find out who you need to talk to about these changes.
